George, I would write an anonymous letter to the district office. Included in the "cc's" would be her husband and other relatives who work for the district. In the letter, I would include details, dates and times. There is nothing that you can do since the administrator is not taking action. At the least you can, "Put her business in the streets."Take care. And, good luck. Sylvia
