I work in a public school and therefore can give the excuse that it's "district policy" not to have younger children along on our trips. (I have no idea if this is true. Neither do the parents.) If a parent persists I
tell them exactly what you have said: I need their help watching OUR children and they will have to be responsible for their younger child and thus no help to us. We're really sorry, but we just can't do it. My principal will back us up for the very reasons you gave - we need the parents along to watch OUR kids. They can take a family trip if they want to share the zoo, planetarium, museum
with their younger child. Stand by your guns and help your principal make this a school policy. Then it won't be a problem ever again (tee hee, I am a dreamer, aren't I?)
