While I'm not certain that this scenario rings true in your situation, I have found that a student who does not complete assignments might be crying out for attention. If the mother sent such an uncaring reply, this could be possible. I have found a co-worker who was willing to be a "parent at school" for the student. When he/she succeeded in an assignment, I sent the child to their "parent teacher" for positive feedback. Sometimes, the child earned extra time to play in the "parent teacher's" room, read to that class, or received a sticker or other reward. I hope this helps!
