Bob has some good points. For sure, we have a lot of teachers teaching outside their area of certification just because of a shortage in their area. I was hired in Charlotte to teach Spanish one year with only 12 credits of Spanish, just because they couldn't find a qualified person who wanted to teach middle school. My husband has a Master's degree in physics, but he has been asked to teach math. One teacher he works with has a degree in math, but she teaches chemistry. I think if you look around yourself, you will find a lot of teachers, especially at the upper levels of public schooling, who are not certified to teach what they are teaching. However, who will take their place if they don't? Testing may prove that they don't know everything they are supposed to know. Maybe some more training is the answer?
