    I think as a teacher, with some parents, I feel hesitant about talking to them if I have previously brought up a topic (for example behavior) at another conference/time, and they are reluctant or unwilling to own part of the problem (or have their child own it) so a good resolution or some type of improvement can be reached. I had this situation with a family this year, and because they didn't accept any responsibility as parents, they ultimately blamed me and claimed I didn't like their child.

    I'm not finding much hesitancy in my area of parents talking to teachers. Quite the opposite--many unload at teachers without any problem, and speak to teachers in ways they would never speak to any other professional group.
