Target probably has some of the best quality supplies--a couple of years ago I bought multiple boxes of pencils, markers, and crayons for pennies. You just have to watch out for sales. For buying in bulk, nothing beats Sams, BJs, or Costco. Staples is good but not great for me. The best deals are folders for 10 cents and paper/notebooks. Office Depot here in Central Florida really doesn't have the greatest sales. Word of caution--dollar store pencils are poor quality and break all the time at sharpening. Walmart has many inexpensive supplies, but they get better the closer the date to school starting. Elmers glue was 10 cents a bottle at one point.
