I understand your frustration! I am currently in school working on a double major in special ed and elementary ed. I am very interested in special ed and have had many classes about it. I think that your idea is wonderful!
I don't think it is too broad at all. Here is what I would do, if I understand the assignment right:

First, I would research the math manipulatives that are being used in elementary classes to teach math (cuisenaire rods, pattern blocks, are examples). Then, I would make adaptations for them that would allow a special needs child to use them. You would have to make sure and define what

you mean by special needs though, because you could focus on learning disabilities or physical disabilities, etc. Does this make sense? I would search the internet for this information. It has to be there! The internet is a great resource if you know how to use it! I will look and see if I can find something and post it here if I can. Good luck! You can also post on special ed bulletin boards and get some advice from special ed teachers.
