My district became involved in a program called TRIBES developed by Jeanne Gibbs. The whole philosophy revolves around 5 basic agreements-Mutual Respect, Attentive listening, Aprreciations, No Put Downs, Right to Pass/ Participate. She has a book out called TRIBES- A New Way of Learning and Being Together, that has great ideas for building that community in your class. There is also a website (I have nt been to it, so can't say what is on it) www.tribes.com. I have used activities from this program for about 5 years now, and I have seen a difference.
