I also did a jungle theme for my third grade classroom. Oriental Trading has tons of stuff for the jungle theme. I bought the raffia table skirts and hung them around the back and sides of 2 bookshelves. I arranged the shelves parallel to one another and had a reading area between them. This was my reading hut. I got a tiki hut scene setter from Factory Card Outlet and put it behind the reading area. Garage sales are notorious for stuffed jungle animals. Look for animals you can hang. Tiki torches add a very affordable touch to the room. If you can hang things from your ceiling, raffia (vines) look great. You don't need to hang a lot. You can also get cheap animal pattern fabric to use as bulletin board background or wall decorations. Trees and vines made from that brown paper that's put in packing boxes (twist and crinkle it first) were also cheap and easy.
Bulletin board ideas:
"Wild about ___________ (reading, math, etc)
"Spotting colorful words" use with leopard print background or border. I had the kids add rich words to this board throughout the year.
"We're not monkeying around" for displaying good work
I took all the kids' pictures with animal print fabric draped around their shoulders and they held an animal of their choice. I put these on the bulletin board outside of the room. "Welcome to the Jungle" was the title.
