You can't fix it

It sounds like this is fairly general throughout this one particular school. If the regular classroom teachers can't get the talking under control, it's unrealistic of you to expect that, as a sub, you can do it. That's
one of the things I've had to accept in my years of subbing - that in a day or 2, I cannot fix the problems that exist in a particular class or school. Certainly there are many times when I'm able to reach a particular student that the regular teacher has an "oil and water" relationship with but if I walk into a classroom that is undisciplined or has poor work habits or where the students
talk a great deal, all I can do is try to get through the day as best I can. I can't fix the problem, nor should I be expected to. Don't be so hard on yourself. As was already suggested, either refuse to sub at that school (if it really bothers you) or adjust your expectations of yourself and the kids. One thing that I find often helps with real yakkers is using a lot of songs and singing. But even that may not work with the group you describe.
