I would try telling the class right off the bat that you don't want to hear any tattling UNLESS it is an emergencey where there is blood OR if someone/something is in danger. Go on to say that if you begin hearing a lot of tattling, that you will begin taking minutes from recess or free time. This has worked for me in the past. GOOD LUCK!!
