migrant workers?

I was at an inservice where this was discussed. We were told migrant workers are taught to scoop the poop out of the toilet to prevent clogging. Their toilets are bad. They then are supposed to throw it away and wash their hands. Their are no garbage cans in stalls to throw the poop there and so they put it on the floor. Often their are o paper towels or trash cans in the bathroom. They are either in a common area or are using blowers instead. So the kids wipe their hands off on the walls. They have never been taught how to use the bathroom properly.
