The only reason you would have to take the MSAT is if you hold a bachelor's degree in anything other than Liberal Studies and would like to teach (I believe) elementary school. If you have a Liberal Studies degree, you do not need to take the MSAT. Fingerprinting needs to be done through the state credentialing department prior to entering a credential program. It costs 80 dollars, from there you have to be fingerprinted by each district for which you are employed. It's a pain to pay for fingerprinting so many times like I had to to sub in many districts. I hope that cleared some stuff up for you.
