    I read Ron's Essential 55, about a teacher (he was teacher of the year once) in NYC who had a similar issue. So rather than making the tardy issue about one person make it about the whole class. What you do is post a sign out side your door that has a number above it (that can be changed) and underneath it says This class has gone _____ days with perfect attendance. Now once one student is tardy that number goes back down to zero so the whole class has to build it up again, so what you can do is have a goal for them to reach, and once the goal is reached have some sort of celebration (no hw day?) and increase it as the school year goes on. Peer pressure will work its way in and you'll have less kids tardy.
