I don't know about other states but in NC only the first score counts. However, that policy is up for review--whether it can be changed by the state or has to through the Department of Education, I'm not sure. It's another one of those rules that drives me crazy. Some kids totally goof off on the first test and then take it seriously on the retest and pass with flying colors!!
