The teachers make the list based on academic performance and behavior. We definitely don't want a teacher to be saddled with a bunch of discipline problems.
Of course, the principal takes the lists and tweaks them. She calls herself giving certain teachers the "good" kids because she's never seen them in the office. However, she doesn't deal with discipline issues the asst. principal does. So, it backfires on her. Just because a child has never been sent to the office doesn't mean that they are wonderful students.
