Teachers do

They pick which kids to give to each teacher and try to balance the groups. Prinicpal must approve the groupings. Since I teach the oldest kids in our building I make no class lists . My kids will go to 2 different schools from here. I just give a "blurb" on each kid and guidance at the middle schools figure it out.
