I've been busy looking at the CDE info. regarding the "law" for ELD... Much has been revised for 2008.

CVT, you shared:

I do wish that was the case here! I like your idea of team rotating. Perhaps I can get the powers-that-be here to consider that. Like de'anna, I consider our ELD material to be worthless. I tried putting that aside and focusing on the LSRW development through other resources, as well
as creating individual plans for my handful of EL students.

I worked with the whole class and did smaller groups (with ELs included) UNTIL the ELD District monitors came through... we were all told that we were out of compliance because we were not using the adopted (though outdated) EL materials and that we had to have "ELs only" for 45 min.

Thankfully, we're going to make some changes for next year, starting with the curriculum.

We already do enough illegal immigrants bashing since they seem to be the scapegoats for all that's gone wrong with America, but as teachers we should not blame our students for the inconvenience of having to teach them more English.

I couldn't agree more! I certainly do not want to give the impression that I am blaming the kids for the "inconvenience" of teaching them more English. If anything is to be blamed, it needs to be the lack of funding to provide the appropriate instruction and support for ALL students.
