Some people are completely clueless when it comes to this! We used to have an assistant principal who wore too-shortdresses all the time.She was not exactly old but not a young thing either...mid to late 50's. She liked to wear styles that were truly too young-looking for her and looked terrible, not to mention unprofessional for the position she represented.
