I'd do what you suggest - ask to set up a meeting with the principal or other administrator. Then among other things I'd explain the need for lesson plans and seating charts, etc for subs. Ask them to imagine how hard it is to maintain discipline when you don't know who is who or what the students are supposed to be doing (or even what class is which). Maybe the principal will be willing to talk with the teachers to get some changes made in that regard. Of course, this late in the school year they may just let it go, but maybe some changes can be made for next year, at least.
