The OP has been telling this story for a while now. She has spoken to her ST many times about how to improve. Her comments fall on deaf ears. She has gone to her principal and the ST's advisor about the problems she's encountered.
The advisor and principal have chosen to do nothing, so the OP is stuck with an extra "kid" in her class who refuses to follow the rules.

As for how she's handling it, I know each of us teaches in a different way. Some of us hover and some of us let kids try things on their own. There is nothing wrong with either method. OP is even asking for advice on what she should do.
Is what she's doing necessarily what each of us would do? Maybe not. But most of us are not here to judge, just lend an ear and support.

Other STs have nothing to worry about if they care about kids and put in time and effort. This woman has clearly demonstrated that she is nothing like most STs. And, quite honestly, there is a lot of venting on ProTeacher. If you don't like it, don't read her posts.
