I have one too!

However, this boy's family supports me. I've called him in the hall and flat out said to stop acting like a baby. (I'm third grade.) I've explained that no one likes to hear whining/complaining, and that I won't put up
with it. He's the type that "shuts down." He used to shut down for the whole day. Now he'll shut down for 5-10 minutes and get over it. If he doesn't I talk to him in the hallway, explain why I think he shut down, and tell him what I expect. Then I tell him I will call home if he doesn't improve.
He's actually been better since I've explained when he shuts down. For example,
I would say to your girl: "You are showing behavior that is not tolerated. It is obvious you're upset. I think you're upset b/c you have to stay at recess. You know this is a class rule, and you know my expectations. Now, please remember to focus on morning work and then we won't have this again."
