Yes, here at my school in North Dakota we have a milk break for pre-k through 6th grade. The parents pay $0.25 for each milk. They also can have a healthy snack that they bring from home. Kids can pick from skim, 1%, or fat-free chocolate.

As a kid growing up in the '80s, we did not have milk break at my school (inner city Minneapolis). As a fifth grader, I moved to a small town in MN and they had milk break there. I thought it was pretty weird at the time!:)
