I teach fifth grade full-time. I am having the same difficulties with my kids. Sometimes you have to compromise with the kids: You do your work, and I will give you some extra recess time.
The end of the year is a very difficult time for kids to stay focused. They are really getting tired and ready for an extended break. Until then, punishment is effective, but I think positive reinforcement goes farther in terms of controlling kids. I know subs who give extra recess time to the kids if they behave, and the kids learn very quickly that they will behave the next time that sub comes in. They have something to look forward to, and these subs are VERY popular.
