in Delaware students are held back in 3,5,8 and maybe 10th (not sure, I'm a 4th grade teacher) if they don't pass the state test. If they don't "meet the standard" in reading they have to come to summer school and retake the test. If they pass, the move on to the next grade. If they don't pass, they are retained. Good luck!
