Call the college

So sorry you are going through this. I went through something similar a few years ago and boy was it tough!! I have a few Student Teachers since then and they all have been terrific so there is hope! :)

This is
what I did. I would call the college that she is from and ask to speak with the director of the student teaching placement office. There has to be SOMEONE who places the students and is in charge. The college has a responsibility to you and your students. How can they give her credit when she is not doing the work?? Where is the Student Teacher Handbook? Does it specifically outline
their duties and the "take-over" plan?

I would definitely contact the college directly - skip talking to her supervisor/evaluator since she isn't interested in listening to what you have to say. Be firm with the college -even if you have to talk with the President of the college. :D
