Around here, yes it would have been a bad decision. Elementary positions are very difficult to find--typically have several hundred applicants for one position (even long term and permenant substitues). Taking a job that may not be idea is a way to get into a district and while you may not want ESL for the next 30 years, you may have enjoyed it for a few years until you were able to transfer to a different position.
