The first time I subbed, I had a bad day. I lost control and it was my fault. Since then I have employed the following strategy.
At the beginning of each class I state my rules then my method of warnings, then the consequences.
I tell them I have only two rules, 1. cooperate with me, and 2. don't disrupt my class. I will give you only one warning. After that If you still do not want to cooperate with me and continue to disrupt my class, I send you to the office.

This has worked very well for me. When it's time to work I expect them to work, when possible I give them some time at the end of the class for a break. Keep it to a dull roar! (About the last 5 mins of class)
