I'd be so sad if that was happening in my classroom! I don't think you went to far. I'd just make sure the letter was general, and not addressed to a particular person- because that could be taken as pointing the finger.
What about addressing the students? A quick lesson with a story on stealing, with the moral of the story being the person returned the items. Allow the students to return the items, placed in a certain basket- no questions asked.
