I was a teenager during the 60's, so I've seen this situation many, many times. While I think it is trivial to worry about haircuts (I agree--I'd rather make kids cut it away from their faces and eyes), one thing I think we are no longer doing is making kids and/or parents follow rules. Maybe we don't like the rules. If not, work to change the rules not defy them. I really feel that part of society's problems today started with no one wanting to follow rules and no one making them. It seems no one is held accountable anymore.
