Starving for attention

The other teacher probably gave him oodles of one on one time. Sounds like he needs attention but on your terms.

Can you try motivating him to do work by saying something like "after you do such and such, I really need your help to do whatever."

When my son was in 3rd grade, he had (and still has) many issues. He idolized the custodian, and his teachers were able to get a lot of work out of him by knwoing that if he did what was asked, he could help the custodian after lunch cleaning the cafe. Your guy may not want THAT, but find something that might motivate him...reading to younger kids, making copies with you, reading one of your special books, whatever.
