I don't know if it's ADD, but I'm biased about giving children drugs that the DEA has categorized as a narcotic similar to cocaine. However, he may just be immature. Some children, especially boys, mature slower than girls.

If the child's desk and area are a mess, then he may be a mess at home. His parents may keep their house a mess. Maybe a clean desk is not important to him.
Something that really stuck out with me is that his father is estranged from the family. If he's exhibiting this behavior at home and at school, maybe he needs to be seen by a counselor. There are some adults that have
a hard time handling a separation. How difficult it must be for him.
Before we start labeling the child and putting him on medication, maybe, he should be referred to a counselor or a diagnostician for a learning disability.:)
