In my district, if you want to switch schools, you speak with the principal whose school you'd like to go to. When I did it, the principal then asked me to go talk to the superintendent. He ok'd it, but had me inform my old principal myself. Another friend wanted to switch to a different school, and she had to do a demo lesson for that principal. There generally are not a lot of openings in our district for positions, so a job fair would not be a feasible idea.
