I think providing golf pencils and not allowing other pencils is a good idea. The innocent aren't being punished because they don't have to put up with the rude behavior. If you catch someone throwing erasers I'd arrange a detention with the school custodian and have them clean classroom floors for a few days. I realize you could get some parent flack on this so check with admin first. But having the eraser throwers walk in the shoes of the person who has to clean up their mess makes sense to me.
