When two vowels go walking

I teach my kinders the little verse wh"When two vowels go walking the first one does the talking.This rule applies when the vowels are together or are with one consonant only separating them eg hoping they can walk. and thus the rule applies .(long vowel)But if we add a double consonant then the vowels must say their name (Short vowel)
