explode the code

I have all the Explode the Code resources (I inherited them with the position) but thought that they were more of a phonics/decoding program. I too, and not that familiar with it, though. I have glanced at it, but some of it seems a bit to elementary for some of my kiddos. I would like more information on it, if some one could clue me in on why there are so many different books and they range in 1/2 numbers. (For example I have 1-8 but have some 1 1/2 and 2 1/2). Any advice, knowledge, etc would be greatly appreciated.
