Why would you ever feel the need to judge their child in this way and bestow this knowledge upon the parents? What is the point? "Hi, I'm entrusted with your child's well-being and I don't like them." They are just little kids, teach them social skills and how to NOT be annoying. Next year's teacher will thank you.
