When I taught in GA (around 2000), paddling was allowed but only to be done by administration, or by a teacher with administration as a witness. I never did it just because I didn't want that liability. The policy may have changed by now. Here in NC (at least where I teach) corporal punishment is not allowed.

I can see both sides of this issue. A little fear is not a bad thing, in my opinion...but if I had kids I'm not sure how I'd feel about them being paddled at school. There may be some kids that nothing else works for. I have no problem with parents spanking. I was spanked as a child and turned out fine. There is a difference between spanking (which I define as a few firm swats to the rear with the hand) and being beaten/abuse. JMHO.
