Karo Syrup Make-Up for a Tiger

Here is an old recipe for karo syrup make-up that I cut out from a magazine. Mix 3 Tbsp. corn starch and 1 Tbsp. flour. Gradually stir in 3/4 cup Karo light corn syrup and 1/4 cup water. Set aside 1/4 cup of mixture. Divide
the remaining mixture into small cups adding 1/2 tsp food color for each desired color.

Apply the untinted mixture to the face. Avoid eyelids and the area around eyes.

Cover with one-ply white tissue. Apply more untinted mixture and let dry 15 minutes.

Mix red and yellow food coloring to make orange mixture; paint on cheeks, forehead.

Add tiger markings.
To remove mask, gently wash with soap and water.

I don't know if this will help, but in the photograph the little girl made up as a tiger does look shiny. Maybe the same thing will work on paper.
Try different kinds of paper too, that might make a difference.
