Recess and P.E.

We have a morning recess for 15 minutes and an after lunch recess for 20, in addition to P.E. five days a week. The primary grades have P.E. for 30 minutes, and the upper grades have P.E. for 40 minutes. I believe that these are not equivalent in purpose, so to reduce recess because the students are in P.E. class does not make sense to me. P.E. is to develop specific skills and is a structured class, whereas recess should be the chance for free play and conversation.
