In the district that I teach in we have Diagnosticians. They are required to have Master's Degrees, preferrably in SPCED. Their responsibilities include doing the academic testing for a child who is being referred, assisting teachers with beginning/end of year assessment and other similar things. They see the referred child before the psychologist does.
