you will definitely have to sand it, then you will want to prime it. If you are thinking red, you will probably want to get a colored primer becuase otherwise you are going to end up with a pinkish red color until you get about 3 coats of paint on it.

You will also need a brush and a roller. I would use the roller for the top, sides and shelves and then a brush to get in the corners.

If you have a Lowe's or Home Depot around, they should be able to tell you exactly what you need!
