My dad collects used tennis balls for me for my classroom every year. My husband and I normally spend a night over the summer cutting them up. What we have found to work best is just a sharp knife - not serated though. I actually just got one at Walmart that I use specifically for it! Just be careful that you don't cut yourself. Last year, I put the balls in my husband's vice. It worked out great! I have also just cut out a small "X" and this works great! It's better if they're fitted tightly so they won't come off the chair legs.
