I am also a second year 3rd grade teacher. I also have 2 children who can't read. While I am going through the loooong process of getting them help through special ed. I have done several things to try and help them without embarrassing them.
When we read a story I pair them with a fluent reader who reads the story to them. I also have all the stories on tape. During reading rotations they listen and follow along with the tape.
I bring in all levels of library books for my class to read. Many of the fluent readers enjoy reading the lower level books they read as beginning readers so no one cares who is reading what.
