Doesn't your school have a special education team? YOu need to talk to them about getting these children extra services. To be in 3rd grade and reading at a pre-primer level suggests that there may be a learning disability especially if these children are preforming at grade level in other subjects. You at the very least need to talk to the reading specalist. The reading specalist and/or the resource room teacher should be able to give you many many interventions. work with them that's what their job is.
