I use 3M or Scotch brand heavy duty package sealing tape (rolled and stuck on the back). We call it "Elephant Tape" in my building because it's really strong. It works best on laminated items that will stay up for a long time. It will not come off unlaminated paper. It has never taken the paint off my walls in all the years I've used it. I love Command strips but they get a little pricey in large quantities. Hot glue works great but can be time consuming.
