A good idea would be to do a web search on classroom management and find ideas you know you would be able to work with.

As far as an ICT room - you will want specific rules for that classroom. What you will expect from the students, how you will know they are on task and learning. What will the consequences be? I would think the beginning of the year would be going over the basic rules of proper computer use.
