Dismissal Procedures

I'm in need of your help once again! My friend and I were discussing the dismissal procedures of our school, trying to find a way to improve them. We couldn't not agree on the best way to do it. We are a K-8 school, 20 classrooms.
We currently use the duckling method for busses. We pull every available resource to pick up every bus student and they walk them to their bus. We both feel this is ridiculous. It's really unfair as well. Some adults get three kids while others get 27 (I'm not exaggerating!). We're going to try to convince administration to let us do duckling style the first week of school to get
the kids used to where they need to go (especially the younger ones) and then let them go to their bus on their own when they are called.

Our disagreement was on the order. She thinks we should let the walkers and car riders leave the room first so they are gone and out of the way, then call the bus riders. I'm not comfortable with that because there are so many families with separated parents and parents who do not have visitation rights, I want to make sure I know who my kids went home with in case there is a question later or someone comes up missing. Her reasoning is because we do not have a separate area for busses and for pick-ups. Therefore, when she's trying to get her kids on the bus, she has to try to keep track of them in the midst of all the parents who are out there waiting for their kids to come out.

So, my question: What are your discipline procedures? Walkers and pick-ups out first or bus riders out first? Call students by busses or duckling method?

Please help! Our school really needs it!!
