If you want to use a picture from the Internet for your avatar, you'll want to save it to your harddrive. If you're using a pc, right click on it and choose "save picture as" and choose where you want to save it and what you want to call it.
Then on PT, go to My Page and the Avatar link. You will need to browse to where you saved the file on your computer, select it, and upload it.
