I teach 4th. We send home papers daily for many of the reason you addressed. I'll have kids pass out papers before school, during read aloud, at the end of the day...whenever there's time. It seems like there are always so many papers (many from the office...it's not just me giving a ton of HW!). Anyway, when they empty their mailboxes, the papers go in their Home Folder. This is kept in their zipper binder that goes back and forth each day. One pocket of the folder is labled "Stay Home" and the other is labled "Come Back". Things like that night's HW, tests to be signed, perm slips, etc. go in the "come back" pocket", while graded work and general info. from the office goes in the "stay home" side.
